Do the Services Directive apply to my company?

The European Service Directive (2006/123/EG) were dismissed in December 2006. The goal was to remove the existing bureaucratic hurdles, which existed between the EU countries; to ease entry into the service market for all countries; and to advocate services between bordering countries. An important tool, for supporting people who provide services within the domestic and foreign sector, is called “Point of Single Contact" according to the Services Directive.

A person providing a service can with ease inform himself or herself electronically about the accreditation laws of the EU-countries. This can be done from a distance and enables you to apply for an approval and receive it promptly.

Release of Information

According to Article 7 of the Services Directive you may receive basic information about the reception and completion of services and also about the laws for domestic service recipients doing business with foreign countries. 21 para.1 of the Services Directive. This way you can paint yourself a picture about the fundamental formalities regarding the reception or completion of a service rendered, according to the responsible authorities or consumer protection.

There are numerous register and approval procedures, which every founder, depending on his or her type of project, has to go through. We, the EA-Saar, help you the service provider with the following procedures:
 
  • General reporting procedure regarding business registration, change of registration and cancelation
  • Permission procedures for the authorisation of a business
  • Professional procedures, procedures to register in a profession
  • Procedures for people (e.g. Registering in an index e.g. insurance agent index)
  • Procedures for obtaining information (e.g. application for a certificate of registration)

What is the “Point of Single Contact“?

Founders of new businesses, companies in Germany, and also other European member countries all share one slogan „ Service by one hand.“ The Point of Single Contact offer consulting, information and services. In the Saarland they offer the following services:

Release of Information
Service providers and recipients can quickly and easily be informed about procedures and formalities regarding the acceptance, practice, and completion of services. They can also get information about the responsible authorities, how to gain access to indexes, the possible legal remedies, and supporting organizations.

Support for the execution of administrative procedures and formalities
Upon your request, the EA-Saar can handle the acceptance and completion of your procedures and formalities with the responsible authorities. Anyone can make use of the above services, as long as the procedures coincide with the Services Directive and apply to the Saarland.

European Administrative Cooperation
The EA-Saar also has the function of the Internal Market Information System (IMI). IMI is an electronic information and communications system. It supports the responsible authorities of the 27 member countries and the three EFTA-Countries with their Europe wide administrative cooperation. It does this through databases which can answer questions across the border. The responsible authorities can contact the IMI of the EA-Saar under imi@saarland.ihk.de i.e. imi@hwk-saarland.de.
 
The EA-Saar has to issue a caution to the commission of other member states about services that could be environmentally hazardous or could cause harm to a person

Who is the EA-Saar?


Who is the EA-Saar?

The EA-Saar is based on the EU-DLR, which was changed to the bill of the Einheitlichen Ansprechpartner for the Saarland. The duties of the EA were assigned to the chamber of commerce (IHK) of the Saarland, The chamber of handcraft of the Saarland, The chamber for engineers of the Saarland, the bar association of the Saarland, and the chamber for veterinarians of the Saarland. These institutions act trough their joint agency with the IHK Saarland and the HWK Saarland.

Dues and EA-Saar

The EA-Saar takes care of your requests individually and is therefore able to save you time and work in regards to administrative procedures. We are there for you around the clock and can inform you of news and your possibilities. For these efforts EA-Saar does not charge any dues. The charging is not up to the EA-Saar, it is up to the responsible authorities.
